Since 1993, AREAM has developed or participated in more than 80 projects, including plans, assessment studies on the regional energy potential, conception of innovative undertakings, awareness-raising actions and scientific-technical support to public and private entities, some of them still underway. Of these projects, about 60 were supported by European funds. The funds transferred to the Region, from the European community, directly through AREAM, in the scope of projects developed, reach about 3 million Euros. To this value, one can still add the amounts received and the economic benefits obtained by other regional, public and private entities, catalyzed by AREAM’s activity. AREAM’s contribution in the negotiation of the 3rd Community Support Framework, where Madeira’s Environmental Policy Plan assumed a fundamental role in the feasibility of the financial support for the Region’s great projects, is to be highlighted. AREAM’s initiative and cooperation, with the Regional Government and the Electricity Company of Madeira, in negotiations with the Central Government in the electricity tariff alignment at a national level, is also to be highlighted.
Area | Most significant actions | Energy planning | AREAM elaborated the Energy Policy Plan in the Autonomous Region of Madeira, being 2000 the reference year, and included the characterization of the reference situation, the strategy to be adopted by the Region in relation to the sector framework and the actions to be developed. In 2010-2012, under the Pact of Islands, AREAM developed the Sustainable Energy Action Plan of Madeira Island and the Sustainable Energy Action Plan of Porto Santo Island. In 2012, in the under Covenant of Mayors, AREAM developed to the Funchal Municipality the Sustainable Energy Action Plan of Funchal. | Environmental planning | AREAM coordinated and elaborated Madeira’s Environmental Policy Plan, by request of the Regional Secretariat of Social Equipment and Environment, with the cooperation of various governmental services and other entities. This document, besides supporting various political sectors with relevance to the environment, was important for the negotiation of the 3rd Community Support Framework, on behalf of the Region, in particular with reference to the financial envelope to support the great environmental infrastructures. | Water resources planning | AREAM participated, together with the Regional Secretariat of Environment and Natural Resources, IGA - Investimentos e Gestão da Água, SA and INAG - Instituto da Água in the executive commission that coordinated and followed-up the elaboration t of Madeira’s Water Plan. | Tourism and land use planning | AREAM was part of the working-group that elaborated Madeira’s Tourism Land Use Plan, having contributed in the subjects related to environment and energy and in the conception of tourism development strategies in the Region. | Energy recovery of urban waste | AREAM developed preliminary feasibility studies on energy recovery from urban waste, including samples for waste characterization and determination of its heat potential, the study of various waste management scenarios that were at the base of the decision-making process for the actual incineration unit, installed in the waste treatment plant in Meia Serra. | Electricity national tariff alignment | In sequence to the cooperation with the Guadeloupe Region (FR), AREAM proposed an electricity tariff alignment at a national level, to the Regional Secretariat of Economy and External Cooperation, thus promoted various contacts with the Central Government and participated in the negotiations that culminated in a significant reduction in the electricity prices in the Autonomous Region of Madeira. | Inter‑regional cooperation | AREAM has participated in various actions and cooperation forums, especially in the scope of the outermost regions of the European Union, which has led to taking joint positions in the domain of European policies on energy, environment and regional development. | Inovation | AREAM has catalyzed the study of new energy vectors alternative to oil-producing products for the Autonomous Region of Madeira and supported the Regional Government in the elaboration of the “Action Plan for Investigation, Technology Development and Innovation for the Outermost Regions of the European Union”. |
